How to Create ISS Statements in ElderSuite

Bill a program provider for ISS days from the Claim Center in ElderSuite: choose the period and clients, review every day, then preview or issue the statement and its Form 8615 pages.

📝 Overview

When the facility delivers Individualized Skills and Socialization (ISS) days on hourly attendance, it bills the program provider with an ISS statement instead of a claim. In ElderSuite, the Create ISS Statements button in the Claim Center opens the ISS Statement Wizard, which turns a period of ISS attendance days into one numbered statement addressed to one program provider, with the matching Service Delivery Log - Form 8615 pages attached if you choose.

The wizard shows every day in the period before anything is recorded, explains why any day is left off, and lets you preview the PDF before you issue it. Issuing the statement records it under the next statement number and marks its days Invoiced.

⚙ How It Works

Where the Create ISS Statements Button Appears

ISS billing applies to Texas accounts, so the Create ISS Statements button, the Reconcile ISS Statements button, and the Manage ISS Program Providers link appear in the Claim Center only on those accounts. On other accounts they are hidden. For the rest of the module, see the Claim Center overview, and for how ISS billing differs from DAHS billing, see DAHS vs. DAHS-ISS: Two Licenses, Two Ways to Get Paid.

There is no separate ISS permission. A Limited Access user needs the Process Claims permission; without it, the button is grayed out.

Set Up Program Providers and Payment Types First

Before the first statement, the facility adds each program provider it bills under Manage ISS Program Providers, then points the matching payment types at that program provider with the ISS Program Provider check box in Manage Payment Types. The program provider's name and contract number entered there are the ones printed on the statement. If either piece is missing, the wizard says which one when you try to continue.

Choose the Program Provider and Statement Period

The wizard opens with From and To already set to the first and last day of last month, which suits the usual monthly statement. When the facility has only one program provider, it is already selected in the Program Provider list.

By default, a day whose service log was completed late is left off the statement. Check Include late documentation to put those days on it; each one is marked on the printed statement with a footnote noting it was included at the facility's request. Service logs are completed in the ISS Service Log.

This first page also holds two shortcuts. Previous statements... opens Previous ISS Statements to reprint, mark paid, or void a statement already issued. Print Form 8615 for a week... prints the state's service delivery log for one Monday-to-Friday week without creating a statement. Check one client or several, or Select All Clients, and every checked client's form comes in one PDF. The wizard picks up where you left off when that window closes.

Choose Which Clients Go on the Statement

Next, the wizard lists the clients with ISS days in the period, all checked. A status line sums up the days and clients found, and the figure in brackets beside each name shows how many of that client's days qualify for the statement. Uncheck anyone to leave off, or check Select All Clients to include everyone.

Review Every Day Before You Issue

The review page lists every day of the period for each checked client, grouped by client, with its Setting, Times, Hours, Rate, and Amount. A day left off the statement appears in gray with its figures blank, and the Left off / note column gives the reason, such as "No times," "No billable hours," "Not done," or "Late." A late day you chose to include shows "Late - included" on an amber background. Because left-off days carry no figures, the totals on screen are the totals that will print.

The bold summary line above the grid names the program provider and the period, totals the days, hours, and amount, and lists anything left off by reason. To fix a left-off day, such as by completing its service log, click < Back to the first page and continue again so the period is read afresh.

Preview or Issue the Statement

Under the grid, choose what the PDF holds: Statement, Form 8615 for each person and week, and ISS Service Notes pages behind each 8615.

Preview builds the PDF stamped "STATEMENT - PREVIEW" without recording anything. No statement number is used and no day is marked, and the wizard returns to the review when you close the preview.

Preview is also the way to print a whole month of Form 8615s without billing anything. Uncheck Statement, leave Form 8615 for each person and week checked, and click Preview. The PDF holds each person's Form 8615 for every week of the period that has a day on the statement, with no statement page, and the days stay Pending. A week whose days are all left off gets no form this way; print it with Print Form 8615 for a week... on the first page.

Issue asks you to confirm in the Issue Statement question, where No is the default, so pressing Enter does not issue by accident. Answering Yes records the statement under the next number, marks each included day Invoiced, builds the PDF, and closes the wizard.

Keep a Copy in Report Viewer

Both Preview and Issue open the PDF in the Report Viewer. Use Save As there to keep a file. An issued statement can be rebuilt later with Reprint in Previous ISS Statements, which also opens from the Reconcile ISS Statements button, but a preview cannot be reprinted.

⚠ Issuing Locks the Statement's Days

Once a statement is issued, its days are Invoiced and can no longer be changed in Attendance & Transportation Records or the ISS Service Log, and the issued statement itself cannot be edited. Use Preview to check the review and the PDF first. If an issued statement needs correcting, voiding it in Previous ISS Statements returns its days to Pending so they can go on a new statement.
