How to Use the ISS Service Log in ElderSuite

Keep the daily ISS service log for Texas DAHS-ISS clients from Client Center. Record Setting, Delivered by, activities, and Done; Form 8615 and statements print later from Claim Center.

📝 Overview

The ISS Service Log is where a Texas center that holds a DAHS-ISS license keeps the daily service log behind HHSC Form 8615 for its ISS clients. Individualized Skills and Socialization (ISS) is a Texas service for people in HCS, TxHmL, and related waiver programs. Your center does not send an ISS claim to Medicaid. The person's HCS or TxHmL program provider bills the state and pays your center under the agreement you signed. What you send the program provider is Form 8615 for each person and week, plus a statement of the hours — and this window is where that daily log is kept.

Open it from Client Center → Manage ISS Service Logs on a Texas account. Attendance times still come from Attendance & Transportation Records. On each day this window adds the Setting (On-site or Off-site) and who Delivered by for each block of time, then opens the Service Log window for activities, objectives, the service note, any unusual occurrence, and the off-site group. Marking the day ✓ Done stamps who entered it and when, so Form 8615 and the later ISS statement are backed by an attributed log.

⚙ How It Works

1. Set Up the Program Provider and the Client

In Manage Payment Types, add a payment type for each program provider you work with and check ISS Program Provider. If a provider pays a different rate for each Level of Need, add one payment type per Level of Need. The pay rate is the hourly rate in your agreement — ElderSuite does not use the state's rate. With the box checked you choose the program provider and the Level of Need before the payment type will save.

On the client's Payment Settings tab, choose that ISS payment type. The Claim Setup button becomes Set ISS Objectives. Enter the objectives from the person's implementation plan, one per line — each day's log must say which objectives were worked on. Enter the IPC year as the authorization dates and 1,560 as Units Authorized so Remaining Units can count down through the year.

Enter pick up and drop off times in Attendance & Transportation Records the same way you do for other clients. A second pair of times is a second service event on the same day.

2. Open Manage ISS Service Logs

From the ElderSuite main menu open Client Center and click Manage ISS Service Logs. A please-wait message appears, then the window opens on the Service Log Pass tab for today. Only one copy of this window opens at a time — a second click brings the open copy to the front.

The button appears on Texas accounts. For a Limited Access sign-in it needs the Edit Attendance & Transportation Records permission on the Client Center tab of Employee Information. Without that permission the button is grayed out. An administrator grants it in the Provider Center; it takes effect within five minutes on the next screen opened, or immediately after signing out and back in. The window itself does not re-check permission once it is open.

If the center has no payment type with ISS Program Provider checked, the queue stays empty and the By Client tab explains that a client appears once that box is on their record.

3. Work the Service Log Pass Queue

The Service Log Pass tab is the office queue for one day. Four tiles count the work: Late, No times entered, To do, and Done today. Four filters narrow the list: All, To do, Late, and Completed. Each ISS client for the day has a row tinted by that day's state.

Click Record ▸ at the end of a row (or double-click the row) to move to the By Client tab on that client's day. If the client had no times and would be hidden under With times today, the View dropdown switches to All ISS clients first so you can reach them. The queue re-reads about once a minute and after every Done or Undo Done.

4. Record a Client's Day on By Client

On the By Client tab, choose the client in the list on the left (use the View dropdown and Search Name when needed). The right-hand panel shows the client's day: times, Setting, Delivered by, the summary of the log, the entered-by line, and the attestation footer.

Times are not typed here. An empty Pick Up or Drop Off cell shows enter as a link — click it to open Attendance & Transportation Records on that client and date, enter the times there, and save; this window updates when that save finishes.

Set Setting to On-site (at the center) or Off-site (out in the community). The first block defaults to On-site; a second Setting cell opens only when the day has a second pair of times. A day with an Off-site block needs the off-site group filled in the Service Log window. Pick who delivered the day in Delivered by; it defaults to the signed-in employee.

There is no Save button on this window. Setting and Delivered by changes are kept as you go — when you change client or date, click enter, save attendance elsewhere, finish Done or Undo Done, or close the window.

5. Mark the Day Done in the Service Log Window

Click Record ▸ (or Recorded ✓ / Not Finished ▸ when the day is already finished) to open the Service Log window for that day. Check the activities and at least one objective, write the service note (what was done toward the objectives, and where — no ditto marks), note any unusual occurrence, and fill the off-site group when a Setting is Off-site.

Click ✓ Done. ElderSuite checks completeness first: at least one activity, text for each checked Other activity, objectives on the client's record, at least one objective checked, a service note, and — on an Off-site day — staffing ratio, group size of 1 or more, and a named location. If something is missing, a Not Finished Yet message names it and the window stays open. When the check passes, the window closes, the day is marked Done, the state pill turns green Done, the button reads Recorded ✓, and the entered-by line shows who entered it and when.

You can mark Done before times are entered. ElderSuite creates the day's attendance record without times; the button then reads Not Finished ▸ until times arrive. Undo Done reopens a finished day until that day is on an issued statement. Cancel in the Service Log window throws away what was typed there; grid picks on the ISS Service Log stay when you move client or day or close the main window.

6. Print Form 8615 and Issue Statements From Claim Center

Form 8615 does not print from the ISS Service Log. Use Claim Center → Create ISS Statements (Texas accounts; Limited Access needs the Process Claims permission). On the wizard's first page, Print Form 8615 for a person and week... prints the state's log for one person and week without issuing a statement. Completing the wizard's Issue step builds the statement for the program provider and marks included days Invoiced.

✅ Important Limitations

The Manage ISS Service Logs button appears on Texas accounts only. On other states' accounts it is hidden and the window cannot be reached.

A client appears on the ISS Service Log only when a payment type with ISS Program Provider checked is on their record.

Times are not edited on this window. Empty time cells use the enter link to open Attendance & Transportation Records.

Form 8615 does not print from the ISS Service Log. Print and statement issue run from Create ISS Statements on the Claim Center.

A day whose attendance status is Invoiced opens only as View ▸. Every cell is read-only; nothing on this window reverses that.

Only one ISS Service Log window is open at a time.

A day first marked Done more than 14 calendar days after the service date stays under Late. Later edits, Undo Done, and a second Done do not move that first-Done date.

For ISS, a unit is one hour in quarter-hour steps from the day's times. ElderSuite holds a day to the documented daily and weekly unit limits and to Units Authorized on the client for the year; when times exceed a limit, the times stay as entered and the units are held to the limit.

⚠ Issuing a Statement Locks the Day

When you Issue an ISS statement from the Claim Center wizard, each included day is marked Invoiced. After that, the day cannot be changed in Attendance & Transportation Records or in the ISS Service Log — the button becomes View ▸ and the Service Log window opens read-only. Preview a statement before you Issue if you still need to finish logs.
