TMHP Will Deactivate Inactive EDI Submitter Accounts and Require a New Trading Partner Agreement
TMHP will deactivate idle EDI submitter accounts on Dec 1, 2026 and require a new Trading Partner Agreement by May 15, 2027. What Texas providers must do.

On September 23, 2026, the Texas Medicaid & Healthcare Partnership (TMHP) announced two changes for Electronic Data Interchange (EDI) submitters. Both affect Texas providers who send claims to TMHP electronically, including adult day care centers that submit TMHP claims through ElderSuite.
The two dates to know
December 1, 2026: inactive submitter accounts will be deactivated
TMHP states: "On December 1, 2026, The Texas Medicaid & Healthcare Partnership (TMHP) will deactivate all Electronic Data Interchange (EDI) submitters that have not accessed their EDI submitter account since November 30, 2025."
May 15, 2027: a new EDI Trading Partner Agreement is required
TMHP states it "will require all Electronic Data Interchange (EDI) submitters to submit a new EDI Trading Partner Agreement by May 15, 2027, to enhance the security of submitter accounts." TMHP adds: "TMHP will deactivate EDI submitter accounts that do not have an updated EDI Trading Partner Agreement by May 15, 2027."
Other points from the TMHP notice:
- The new agreement will be available on December 1, 2026.
- EDI submitters must submit the form electronically on TMHP's website.
- TMHP may also require additional forms depending on provider type. These can also be submitted electronically on TMHP's website.
- TMHP advises checking its EDI Get Started page regularly for updates and following GovDelivery for announcements.
Why this matters for ElderSuite users
ElderSuite sends claims to TMHP using your center's own TMHP Submitter ID and password. They are entered on the TMHP record under Claim Center → Manage Clearing Houses. The Submitter ID goes in the User Name box. TMHP issues these credentials, not ElderSuite.
If TMHP deactivates your Submitter ID, ElderSuite can't sign in to TMHP to send claims or download your TMHP reports until TMHP restores the account. No setting in ElderSuite can work around a deactivated TMHP account.
These changes don't affect claims you send through Availity, such as claims to Texas managed care plans. They apply only to your TMHP submitter account.
What to do now
- Find out whether your TMHP submitter account has been used recently. Check your records. If your center hasn't submitted to TMHP or signed in to its TMHP submitter account since November 30, 2025, call the TMHP EDI Help Desk at 888-863-3638 to confirm the account's status before December 1, 2026. This matters most if your center bills mostly through Availity and rarely uses its TMHP Submitter ID.
- Make sure your TMHP credentials in ElderSuite work. In ElderSuite, go to Claim Center → Manage Clearing Houses. Highlight TMHP and click Edit. Then click Test Connection and confirm you see "Connected Successfully." If sign-in fails, contact TMHP EDI Support to check your Submitter ID's status. Only TMHP can reset or reactivate a TMHP submitter account.
- Plan to file the new Trading Partner Agreement after December 1, 2026. The agreement will be available on TMHP's website on December 1, 2026, and must be submitted by May 15, 2027. Don't wait for the deadline. An account without the new agreement will be deactivated.
